What does the down arrow leading off the BBC’s Financial Crisis logo on its television news reports mean?

That the BBC suggests the markets are going to go down?

Or that it wants them to go down (because they get the biggest possible story to cover)?

Should we overlook it because logos are ineffective?

Or does it overstep the mark?

I think it does.
